The  first that comes to mind is the professional recruiting firms, or &#8220;headhunters.&#8221;  These consultants work from one side of the field or the other: they are either  paid by a business to fill a specific slot or they are paid by unemployed  individuals to help with the resume, the interview skills, the job market  targeting and with specific interview opportunities. Recruiters will tell you  that the internet has made random forwarding of resumes and cover letters  relatively meaningless. That is not always true, if your experience and skills  closely match the job description AND if the business is not a monolith where  every one hundredth resume is actually scanned.</p>
<p>That is one form of human resource consulting. There are human resource  consulting firms that provide some or all of a company&#8217;s human resource functions  on an outsourced basis. The most radical example of this is the full service  consulting firm that will find the employees, actually hire them and handle all  payroll, benefits, tax withholding responsibilities and other employee issues as  an outsourced service. The business pays a negotiated fee for this service and  for the employees who come with it, avoiding responsibilities for payroll,  benefits, tax withholding, hiring and firing, and so forth.</p>
<p>Human resource consultants will also contract with a company to do an analysis of  the company&#8217;s business functions and personnel assets. They may develop a  reorganization plan that is designed to maximize company efficiency and personnel  use. As this may well involve layoffs, the consulting firm will also handle  personnel separation, management briefing and change management. In this  scenario, the human resources consulting firm is executing an entire functional  realignment of the business.</p>
<p>There are human resource consultants who are experts in collective bargaining.  They will do an analysis of wage scale and benefits for the business and the  industry in general. If possible, they may try to create a salary structure that  provides classification and equity along the lines of civil service rankings.  Part of this planning process would involve developing detailed job descriptions.</p>
<p>Often, hiring practices in traditional companies can get out of hand when a  department manager requests additional help and provides a vague job description  with no salary level attached to it. As firms grow, it is important to try and  standardize hiring practices. Human resource consultants can accomplish that in a  single stroke through a company-wide analysis, report and reorganization. The  reorganization may simply mean title changes and moving a few personnel and their  assignments around between departments. But of necessity, as businesses grow they  lose their personalized character that they perhaps began with when the doors  first opened.</p>
<p>Human resource consulting can be a fascinating field. Walking into a work  environment with a license to make it better is a real challenge. It can also be  a potentially explosive situation, requiring substantial personal skills to go  with the organizational tools that the consultant was handed in school.</p>

Outsourcing daily administrative tasks has been going on  for many years, especially in the area of accounting.</p>
<p>Heavy industry has outsourced work for generations: Ford and GM have many of  their auto parts built by other companies, often in other countries. In recent  years, outsourcing labor intensive jobs to overseas markets has become an  enormous practice and has had considerable impact on the domestic job market.</p>
<p>Many businesses today have much of their work done outside the office. This  evolution in business operations has contributed to the rise of human resource  specialists, firms that contract with a business to help optimize operations and  personnel use in order to maximize production efficiency.</p>
<p>Human resource consulting is one of those fields that can be as invasive as the  contracting client wants to allow. However, the principal roles of the HR  consultant can be summed up as standardization and reorganization.</p>
<p>An HR consultant will look at a business&#8217;s employee roster and develop a  structure that includes job titles and descriptions, which match up to a  compensation structure. The consultant will delve into the business&#8217;s existing  benefits package and provide a competitive analysis with regard to industry-wide  practices and concerning the cost of benefits vis-a-vis the open market. Much like civil service, the HR consultant attempts to standardize job compensation based on the skills and education required, regardless of the exact nature of the work performed.</p>
<p>Performance management is a highly marketed service of the human resources consulting industry. The consultant develops employee evaluation procedures that attempt to provide in-depth analysis of employee strengths, weaknesses and in-house competencies. The goal of this process is to develop a meaningful goal-setting system with reward for goal achievement. This concept is used both to increase productivity and to act as a team-building incentive.</p>
<p>All of this standardization and realignment will require coaching. <p>There are outsourcing firms that specialize in one area of human resource  management such as COBRA benefits. Another firm could handle benefits oversight  and a third payroll and tax withholding management. Some firms specialize in  organizational development and human resources audits. These are company-wide  surveys designed to present the optimum business structure and staffing level.</p>
<p>The ultimate in human resources outsourcing is the &#8220;Professional Employee  Organization&#8221; which provides personnel as a contracted service. It is similar to  using a temp agency, except for management staff and company-wide personnel.  The &#8216;PEO&#8217; bids on the job based on the number and type of employees the business  needs. New hires are made based on the bid costs in the contract. The outsourcing  contractor pays all benefits, workman&#8217;s compensation taxes, FICA, Medicare and  withholding taxes. The employee is paid by the contractor and, in fact, works for  the outsource agency. He simply reports to work at the contractor&#8217;s site.</p>
<p>Many employers today are going to consultants and temporary hires in order to  avoid the HR costs, benefit and retirement obligations and management  requirements involved in maintaining a large workforce. Outsourcing some or all  of the company&#8217;s traditional human resources responsibilities is an extension of  that trend.</p>
