<p>HRIM software began as document management software for a segment of business  operations that is heavily burdened with paper flow. The job application processs  alone requires an application, a resume, various supporting and documents  verifying employee eligibility.</p>
<p>Once an employee is in the ranks, the ongoing record keeping spreads to benefits  and accounting functions that include insurance status, attendance, periodic  performance evaluations, payroll records, tax withholding, etc. Letters of  commendation or disciplinary actions, promotions, demotions &#8211; all have been paper  documents to be filed in some fashion prior to the advent of electronic record  keeping.</p>
<p>Human resources information management software consolidates many of these record  keeping functions into a database that takes many of the filing cabinets out of  the office layout and provides business analytical tools based on the personnel  files.</p>
<p>Companies that produce and sell human resources information management software  usually design them in modular form. Functions may include:</p>

<li> HR (hiring)</li>
<li>Payroll</li>
<li>Tax Filing</li>
<li>Scheduler</li>
<li>Timekeeper</li>
<li>Accruals</li>
<li>Activities</li>
<li>Attendance</li>

<li>Employee (access)</li>
<li> Manager (access)</li>
</ul>
<p>These last two features are access to the database for both employees and  managers. Employees can access information on insurance issues, personal  insurance coverage, payroll records, vacation or time off available, work  schedules and so on. Managers can file work schedules and departmental or  employee reports as required regarding personnel activities. The interactive  features of most HRIM systems are strong selling points as they take the need for  personal counseling on each employee question or issue out of management&#8217;s daily  responsibilities.</p>
<p>Human resources information can be put into database forms that provide  management information. Some management decisions regarding worker productivity  and streamlining operations can be aided with data developed through HRIM. One  software company notes these analytical tools that their software data can  generate:</p>
<ul>
<li> Effective workforce deployment to meet quality, cost, and customer  satisfaction goals</li>
<li>Labor cost control</li>
<li>Government regulation compliance</li>
<li>Employee recruiting, development, and retention</li>

<p>Statistics in these categories matched against industry norms can provide  valuable benchmarks for decisions on operational changes. Many of the software  firms that provide the basic packages providing the record keeping categories  listed above will provide sophisticated analytical modules as options sold  separately.</p>
<p>Human resources management software can be a helpful tool for the employee and  for mid-level management staff. Software implementation and the impact on  employee&#8217;s daily routines need to be handled carefully. Many software companies  provide company-wide briefings as part of the product sale.</p>

The  first that comes to mind is the professional recruiting firms, or &#8220;headhunters.&#8221;  These consultants work from one side of the field or the other: they are either  paid by a business to fill a specific slot or they are paid by unemployed  individuals to help with the resume, the interview skills, the job market  targeting and with specific interview opportunities. Recruiters will tell you  that the internet has made random forwarding of resumes and cover letters  relatively meaningless. That is not always true, if your experience and skills  closely match the job description AND if the business is not a monolith where  every one hundredth resume is actually scanned.</p>
<p>That is one form of human resource consulting. There are human resource  consulting firms that provide some or all of a company&#8217;s human resource functions  on an outsourced basis. The most radical example of this is the full service  consulting firm that will find the employees, actually hire them and handle all  payroll, benefits, tax withholding responsibilities and other employee issues as  an outsourced service. The business pays a negotiated fee for this service and  for the employees who come with it, avoiding responsibilities for payroll,  benefits, tax withholding, hiring and firing, and so forth.</p>
<p>Human resource consultants will also contract with a company to do an analysis of  the company&#8217;s business functions and personnel assets. They may develop a  reorganization plan that is designed to maximize company efficiency and personnel  use. As this may well involve layoffs, the consulting firm will also handle  personnel separation, management briefing and change management. In this  scenario, the human resources consulting firm is executing an entire functional  realignment of the business.</p>
<p>There are human resource consultants who are experts in collective bargaining.  They will do an analysis of wage scale and benefits for the business and the  industry in general. If possible, they may try to create a salary structure that  provides classification and equity along the lines of civil service rankings.  Part of this planning process would involve developing detailed job descriptions.</p>
<p>Often, hiring practices in traditional companies can get out of hand when a  department manager requests additional help and provides a vague job description  with no salary level attached to it. As firms grow, it is important to try and  standardize hiring practices. Human resource consultants can accomplish that in a  single stroke through a company-wide analysis, report and reorganization. The  reorganization may simply mean title changes and moving a few personnel and their  assignments around between departments. But of necessity, as businesses grow they  lose their personalized character that they perhaps began with when the doors  first opened.</p>
<p>Human resource consulting can be a fascinating field. Walking into a work  environment with a license to make it better is a real challenge. It can also be  a potentially explosive situation, requiring substantial personal skills to go  with the organizational tools that the consultant was handed in school.</p>

Bringing on new employees was once a straightforward process. Executive search  firms appeared as specialization developed in the corporate world and firms found  themselves looking far and wide to find the right set of skills and experience to  fill a vacant position. Outsourcing daily administrative tasks has been going on  for many years, especially in the area of accounting.</p>
<p>Heavy industry has outsourced work for generations: Ford and GM have many of  their auto parts built by other companies, often in other countries. In recent  years, outsourcing labor intensive jobs to overseas markets has become an  enormous practice and has had considerable impact on the domestic job market.</p>
<p>Many businesses today have much of their work done outside the office. This  evolution in business operations has contributed to the rise of human resource  specialists, firms that contract with a business to help optimize operations and  personnel use in order to maximize production efficiency.</p>
<p>Human resource consulting is one of those fields that can be as invasive as the  contracting client wants to allow. However, the principal roles of the HR  consultant can be summed up as standardization and reorganization.</p>
<p>An HR consultant will look at a business&#8217;s employee roster and develop a  structure that includes job titles and descriptions, which match up to a  compensation structure. The consultant will delve into the business&#8217;s existing  benefits package and provide a competitive analysis with regard to industry-wide  practices and concerning the cost of benefits vis-a-vis the open market. Much like civil service, the HR consultant attempts to standardize job compensation based on the skills and education required, regardless of the exact nature of the work performed.</p>
<p>Performance management is a highly marketed service of the human resources consulting industry. The consultant develops employee evaluation procedures that attempt to provide in-depth analysis of employee strengths, weaknesses and in-house competencies. The goal of this process is to develop a meaningful goal-setting system with reward for goal achievement. This concept is used both to increase productivity and to act as a team-building incentive.</p>
<p>All of this standardization and realignment will require coaching. Human Resources consultants are skilled at briefing employee groups at new internal business structures and showing concerned workers the bright side of change. The other role in this area is coaching middle management personnel on using goal programs and team building skills in order to turn his subordinates into a cohesive working group.</p>
<p>Human resources consultants utilize loyalty among employees as a primary driving force, rather than loyalty to the company, whose leadership may be buildings or states removed from the workforce.</p>
<p>Returning to the original function of outside human resources help, human resource consultants can help with executive searches and with job listings. With the advent of the internet, getting quality responses to job postings requires some knowledge of job posting sites and some skills in filtering responses. Human resource consultants will provide those services or will train business personnel how to perform these tasks in the modern job market &#8211; bringing his consulting services full circle, right back to the resume in-basket.</p>

Families and children in need can find a wide range of services through the Department&#8217;s service bureaus. There is  an office to serve each of the state&#8217;s sixty seven counties. The services offered through the Department are focused on the state&#8217;s poor and families that are  dysfunctional or shattered.</p>
<p>Within the Department there are about twenty divisions. The department employs about six hundred social workers; their service subdivisions include:</p>
<p>Child Support Enforcement Child Care Services Adoption Foster Care Food Assistance Division Family Financial Assistance Program Consolidated Child and Family Services Plan/Title IV-B Adult Protective Services Equal Employment and Civil Rights</p>
<p>Administrative Divisions include:  Field Administration Quality Control Program Integrity Personnel Center for Communication Legal Management and Fiscal Analysis Administrative Hearings Contracts and Grants</p>
<p>The state&#8217;s biggest social support service is the food assistance program, which had almost 250,000 recipients at the end of 2005. The number of recipients for  some sort of child support was nearly as high. Presumably this figure includes a  number of the child support services within the Department of Human Resources,  which include subsidized day care, the federal consolidated program under Title  IV, the family financial assistance program and other services provided through  contracting non-profits.</p>
<p>The Alabama Department of Human Resources was hit hard by the aftermath of Hurricane Katrina. Nearly sixty thousand households applied for disaster-related  food stamp support. The state allocated funds for cash payments to families who  had evacuated to Alabama from Louisiana and Mississippi and could not return  home. Applications for funding support approached ten thousand.</p>
<p>Alabama itself had ten counties declared disaster areas.</p>
<p>Alabama has incorporated a job development program into its Family Assistance Program. All parents that are enrolled are required to participate in the JOBS  program. Participation is defined as working in either a subsidized or  unsubsidized job; enrollment in an on-the-job training program; job search; job  readiness classes; and vocational training.</p>
<p>This welfare-to-work concept helps ease chronically unemployed people back into  the job market. It provides assistance with the barriers to employment, such as  child care; job training; job application classes; and other methods helping the  family move into the mainstream. The Department takes an active role in dealing  with Alabama&#8217;s underclass.</p>
<p>In February of 2006, they announced a grant program for their enrolled families in the Family Assistance Program that will subsidize heating bills.  The state  subsidizes child care for 27,000 children through contracted agencies and in  November of 2005 found the funding to add an additional 2,000 children to the  program.</p>
<p>Alabama&#8217;s welfare-to-work program has been so sufficiently successful in placing  job trainees that the federal Health and Human Services Department has awarded  them with additional grants for the program in 200, 2003, 2004 and 2005.  The  state operates twelve Family Service Centers around Alabama that provide walk-in  counseling and support, in order to pull needy families into the services that  the state has developed to help them.</p>

			<content:encoded><![CDATA[<p><img class="article_img" title="Human Resource Managers" src="http://www.college-pages.com/images/category/business-and-management/women-bm.jpg" border="0" alt="Human Resource Managers" width="120" height="120" />Some years ago, the term Department of Employment used in the public sector was  replaced in most states by the term Department of Human Resources, or some  variation thereof. There is some speculation that the reason for this change was  the widespread misnomer &#8220;Department of Unemployment,&#8221; spawned by the simple fact  that said department was the source of unemployment checks. At any rate, this  article is less about the employment resources provided by the public sector than  about the many and varied services found in the human resources department within  a private business.</p>
<p>Human resource departments were, at one time, simply the funnel for hiring and  firing. Job requests from department heads were turned into job postings  internally and through public media. Terminations were handled with exit  interviews and the presentation of severance packages. Today, human resource  departments cover a good deal more territory than simply hiring and firing.</p>
<p>Regulatory compliance is a matter of substantial import in the hiring and firing  practices of any modern business. Equal opportunity statutes require firms to  ensure that discrimination of any sort is minimized in the hiring process.  Compliance with the Americans with Disabilities Act deals not only with physical  access issues, but with hiring practices. Laws regarding immigration change with  regularity and impact hiring regulations.</p>
<p>Some human resource departments oversee employee benefits. In the age of managed  health care, dealing with health insurance companies can be a burdensome process &#8211;  usually for the health care provider, but sometimes for the employer as well.  Negotiation and renegotiation of contracts with benefit providers fall to the  human resources department; today those benefits are a critical line item in the  company&#8217;s expense column.</p>
<p>Companies experiencing growth and particularly companies that need technical or  business students as potential new hires will develop a recruiting team that  travels from campus to campus in search of engineering, information technology  and finance majors who will be graduating soon. Other forms of outreach such as  advertising in local media and through media outlets (such as websites) where  talented job seekers might be looking falls within the purview of the human  resources department.</p>
<p>Because of the web and Monster.com and the convenience of email, human resources  departments will often find themselves deluged with resumes for a handful of open  positions. Vetting those resumes has itself become an automated process for some  larger firms. Those resumes that are submitted electronically &#8211; which some firms  insist upon &#8211; will be scanned for keywords and sorted accordingly. It would be  interesting to explore just how keywords are chosen that which keywords trigger  acceptance for review or rejection out of hand.</p>
<p>The human resources field has been made more interesting by the rise of executive  recruiting firms. Professionals who match jobs with individuals provide a  professional link that can be of great value to a human resources department  because so many of the resume databases are shared. However, the value of human  contact remains the most important factor in hiring today, as it always has. The  vast majority of job placements occur through personal acquaintance or a personal  recommendation.</p>

			<content:encoded><![CDATA[<p><img class="article_img" title="Human Resource Managers" src="http://www.college-pages.com/images/category/business-and-management/women-bm.jpg" border="0" alt="Human Resource Managers" width="120" height="120" />Human resource development is the title for more than one state agency in the  U.S. The actual definition of the term and the practices that flow from it may be  derived from the Constitution of a non-profit foundation called Academy of Human  Resources Development:&#8221;Human Resource Development (HRD) shall be taken to  mean a process that includes the principles, methods, and techniques used to  assess and meet the learning and organization development needs of employees  and their organizations. Human Resource Development has the goal of fostering  long-term, work-related learning in organizations for the purposes of advancing  individuals and organizations.&#8221;</p>
<p>That is a noble goal, far removed from the practices of state agencies that hand  out unemployment checks or manage social service programs. Human resource  development in the private sector is the art and science of maximizing employee  performance.</p>
<p>A more pragmatic term for the practice is &#8220;workforce management&#8221;. In any case,  the development of human resource management is recognition of the fact that an  institutional approach may be successful in teaching employees and developing a  loyalty factor that a paycheck alone cannot induce. Human resource development is  often the purview of human resource consultants, who contract with a business to  work with its employee ranks in order to achieve improvements in productivity and  morale.</p>
<p>Human resource development may also be as simple as providing adult education  opportunities to employees, in order that they may move up the promotional  ladder. Some companies will take a proprietary interest in helping an employee  with initiative advance through the ranks.</p>
<p>There have been instances of companies instituting human resource development  standards for their management and basing some percentage of the manager&#8217;s  compensation on employee improvement. This approach makes every manager become  acutely interested in talent development. Investment in HR development has to  begin with a standardized annual employee evaluation, all the way to the top.</p>
<p>Team building and internal loyalty has to be a priority, and must in some fashion  be taught system-wide to middle management employees. Moving promising young  employees back into the educational system is also part of the process. Taking  the time to put management ranks through a two day team-building seminar is  another standard tool. At some point, human resources development becomes a  priority for employees up and down the ranks, instead of an afterthought or a  mentoring gesture occurring on an occasional basis.</p>
<p>Some human resource development professionals feel that performance appraisals  are outmoded, ineffective, and awkward for both manager and employee. These  professionals urge rather the institution of &#8220;performance management&#8221; wherein an  employee&#8217;s performance is measured against predetermined goals, both for the  employee and the working group. Integral to this process is feedback from the  employee: the assessment dialogue isn&#8217;t worth much if it occurs just once a year  in an isolated setting.</p>
<p>Or so goes the argument. One of the more chilling terms to come out of the modern  focus on maximizing job performance is &#8220;human capital management.&#8221; Sounds pretty  dehumanizing. It&#8217;s nice that an employee is recognized as having worth resembling  equity, but it seems to make the worker more a cipher on a sheet than a father of  two strolling in with his traveling coffee mug in hand.</p>

The service and  consulting businesses that handle outsourced human resource activities range from  the very basic to service packages that practically become a subdivision of the  business.</p>
<p>Payroll outsourcing is an offsite service that has been available for years.  Accounting and some benefits administration have also been jobbed out as a matter  of course, particularly with medium sized businesses. Today, however, there are  full-service human resources service providers that literally do it all. Many of  them include in their service keeping one or more of their employees on site to  handle any sort of personnel issue that comes up &#8211; benefits questions, paid time  off, workman&#8217;s compensation and so forth.</p>
<p>A full service human resources management firm will typically posture their role  as &#8220;partnering&#8221; with the client company to increase the business efficiency and  accordingly, impact the bottom line. Some companies actually take on the workers  as employees, and &#8220;lease&#8221; them to the client business.</p>
<p>An HR management firm will develop a compensation and benefits structure for its  client business. This service might include benefit comparison and reviews as  well as benefits administration. They will develop wage scales and salary  structures, performance review and incentive programs. Employee relations will be  handled either on-site or from the service company offices. This component will  include employee records maintenance, complaints, workman&#8217;s compensation, exit  interviews, employee orientation and disciplinary procedures.</p>
<p>The outsourced firm will see to regulatory requirements by reviewing all federal  and state statutory concerns such as equal opportunity hiring, disability act  requirements, family Medicare Leave Act obligations, employment eligibility,  briefing management staff and assuring that the there are no conflicts.  Additional services include termination analysis and change management. The  notion is to provide third party personnel analysis in order to maximize  efficiency and, in the case of downsizing, minimize turmoil.</p>
<p>There are outsourcing firms that specialize in one area of human resource  management such as COBRA benefits. Another firm could handle benefits oversight  and a third payroll and tax withholding management. Some firms specialize in  organizational development and human resources audits. These are company-wide  surveys designed to present the optimum business structure and staffing level.</p>
<p>The ultimate in human resources outsourcing is the &#8220;Professional Employee  Organization&#8221; which provides personnel as a contracted service. It is similar to  using a temp agency, except for management staff and company-wide personnel.  The &#8216;PEO&#8217; bids on the job based on the number and type of employees the business  needs. New hires are made based on the bid costs in the contract. The outsourcing  contractor pays all benefits, workman&#8217;s compensation taxes, FICA, Medicare and  withholding taxes. The employee is paid by the contractor and, in fact, works for  the outsource agency. He simply reports to work at the contractor&#8217;s site.</p>
<p>Many employers today are going to consultants and temporary hires in order to  avoid the HR costs, benefit and retirement obligations and management  requirements involved in maintaining a large workforce. Outsourcing some or all  of the company&#8217;s traditional human resources responsibilities is an extension of  that trend.</p>

Traditionally, human resources staff  have handled employee hiring and exit paperwork, benefits and other ancillary  employee matters. HR personnel have also interviewed and made hiring decisions  based on the policies and needs established by management.</p>
<p>Today these multiple roles have been divided among specialists, to some degree,  especially in larger businesses. In addition, some corporations have allowed  personnel departments to acquire a role in strategic business planning. In a  world where personnel costs are an overwhelming portion of any business&#8217;s annual  budget, management has increasingly turned to their HR personnel for advice on  fiscal savings and productivity issues.</p>
<p>A large HR department will, of course, have a director. Other employees may  include an employment and placement specialist who oversees hiring and employee  separation. EEOC conformity may fall within the purview of this employee, or in a  larger corporation with multiple sites EEOC may require one or more specialists  dedicated to that particular federal mandate. Discrimination complaints would  flow to this employee as well.</p>
<p>HR may have an employee or two who act as recruiters, actively seeking to fill  difficult posts and looking for entry level professionals in accordance with  management desires. Recruiters for the largest firms will make a circuit of  college campuses and MBA schools in search of new graduates as potential hires.</p>
<p>Job analysts develop detailed job descriptions for the various positions within  the company and design placement strategies within the corporate hierarchy. Job  descriptions are critical components of the hiring process, particularly in a  union shop.</p>
<p>Benefits specialists act as liaison officers with insurance companies, handle  workman&#8217;s compensation grievances and see to benefits oversight on a case by case  basis. The benefits specialist makes sure that the company is in compliance with  state and federal regulations regarding benefit coverage and, in the case of  union shops, that the benefits specified in the contract are being supplied.</p>
<p>Training and development managers will create and supervise training programs for  new hires or new job classifications. They assist department managers in  developing work improvement programs: this might involve orientation sessions for  new equipment or operational changes. Training management for businesses with  seasonal cycles and hiring spikes can be a critical position.</p>
<p>Labor relations manager is a human resources job that deals with collective  bargaining issues. This person has to have extensive knowledge of job skills, pay  scales, pay and labor agreement trends in the industry, and an understanding of  labor/management history within the company. The labor relations manager will  develop information and play a critical role in advising management during the  negotiation of new labor agreements.</p>
<p>Human resources work ranges from handling family insurance issues in a ten-man  shop to oversight of contract negotiations involving the livelihood of thousands.  In nearly all its iterations, human resources work requires quality insight into  human behavior in the workplace and an understanding of the role as liaison  between the employee as an individual and the company as institution.</p>

They are then placed in a  short-term job in the sponsor&#8217;s workplace that will augment their income and give  them recent work experience to include on their resume. It&#8217;s an interesting  program designed to ease unemployed Canadians back into the job market.</p>
<p>Canada also has a number of grants and loans programs for individuals who want to  return to school in order to develop a career or upgrade their current level of  qualification. <p>One of the best choices for job training certification courses in the country is  CDI College. They have a school of business, a school of technology and a school  of health care. They have thirty two campuses in seven provinces that provide a  vast array of training programs in their three schools.</p>
<p>You can study for all sorts of medical assistance programs, technology courses in networking or  programming; and accounting and paralegal programs through the business school. CDI provides short term, concentrated  courses of study that lead to certification in various fields of expertise and  will make you a marketable employee with state of the art skills. It&#8217;s a great  start for your own human resource development in Canada.</p>

<p>The Human Resources and Skills Development web page can be found at http://www.hrsdc.gc.ca/ en/home.shtml. There are  links to the province governments&#8217; HR websites. There is also an entire section  devoted to educational resources for job seekers, including public resources for  loans and school financing. Also on the Canadian Human Resources and Skills  Development page is a comprehensive list of training and adult education sites,  both public and private.</p>
<p>In the field of information technology, there  is a non-profit Canadian organization called the Software Human Resources  Council. Their website (http://www.shrc.ca/index_e.html) is an  informative resource on industry trends, occupational skills that are evolving  and the state of the labor market in information technology in Canada. The site  provides a profiler tool to help you build a resume and identify your strengths.</p>
<p>You can find a long list of web sites with job listings in the industry,  government agencies that provide human resource services both nationally and in  the regional governments. Many of the agencies are members of the SHRC. You can  also find a public sector job bank listing there.</p>
<p>In the private sector there are a number of schools and colleges, both online and  on campus, that are designed to help Canadians further their education. Some of  these schools offer complete college degree programs and others  provide concentrated courses of study, some of which lead to certification, that  are designed to get the student into the workforce. One of those is CDI College,  which has thirty three campuses scattered through seven provinces. CDI focuses on  three areas of study divided into the School of Business, the School of  Technology and the School of Health Care.</p>
<p>Some of CDI&#8217;s programs focus on technical job training that will get you into an  industry and give you an opportunity to decide how far up the professional ladder  you wish to go and whether or not you will need additional education. For  instance, in their medical field training programs there are nine different  courses of study for every imaginable type of medical or nursing assistant.</p>
<p>Under business, their legal department offers five legal assistant and legal  clerical training programs and five paralegal programs. Two of the paralegal  programs lead to certification. In the paralegal field today, you can achieve an  associate&#8217;s or bachelor&#8217;s degree as well. The CDI courses provide an  excellent beginning that will allow you to work if you choose to pursue further  study through online programs or night classes.</p>
<p>With typical Canadian efficiency, there is a national online job bank located at  http://www.jobbank.gc.ca/Intro_en.asp . It is the largest online job bank in the nation, listing over 700,000 jobs  per year. And, as is customary with all communications Canadian, it is done in  both French and English.</p>

The role of human resources manager has  grown in complexity and scope, with several worksite management roles appended to  the job description. Today, human resource management includes a wide range of  employee interaction and management.</p>
<p>The role of hiring has grown more complex with regulations about job postings  and, with the advent of the internet, the potential responsibility of reviewing  hundreds of resumes for a single position. HR departments in large companies now  scan resumes for keywords, making that automated process the first step in  vetting the applicants. Layoffs are also more complex. In the case of a firing  for cause, the company&#8217;s legal department is going to demand documentation. In  the case of group layoffs, beyond the internal turmoil are the issues of  severance packages and benefits.</p>
<p>HR managers may get involved in the placement and recruitment process. A human  resources manager may have to anticipate the company&#8217;s needs twelve to eighteen  months out and dispatch recruiters to college campuses in search of potential  employees. Department realignments and internal reorganizations can be a time- consuming and challenging task from a human resources standpoint, because morale  (and productivity) demand that a substantial attempt be made at keeping as many  people happy as possible.</p>
<p>Equal opportunity statutes place another set of regulatory standards on the  hiring process. In-house regulations and practices must be in place to meet those  requirements; developing the house rules will fall to the human resources manager.</p>
<p>There are some online educational programs that focus directly on human  resources management. Capella University has  an online master&#8217;s program in science human resources  specialization. Some of the courses are revealing about the nature of the human  resource manager&#8217;s job today. Here is a brief sampling:</p>

<p>This is a fraction of the coursework, but it brings the nature of the job into  focus. The University of Phoenix  Online also has an MBA with a human resources management specialization.  Like the Capella master&#8217;s program, one of the courses is in marketing. HR  managers are being prepared to market their company through their job postings.  Also found in both programs are courses in employee motivation and compensation.  Compensation in this case refers not only to pay scales, but to internal rewards  for hitting performance marks. The human resources manager is also the morale  manager in many cases.</p>
<p>Warren National University also has both a bachelor&#8217;s degree in business and an MBA with human resource management emphasis. Among their  course offerings are &#8216;corporate culture and organizational climate&#8217;, and &#8216;change  management&#8217;. Both of those classes delve into the psychological issues that can  have material impact on a business. Morale has a direct effect on productivity,  which in turn impacts annual profits. The fact that these online educational  programs dig so deeply into the intangible issues in human resources management  speaks to the thoroughness and quality of their academic offerings.</p>

In  the private sector, &#8216;human resource development&#8217; generally refers to the personnel processes  implemented within a business. These include hiring, firing, promotions, demotions, layoffs and so  forth. These functions are generally overseen by the Human Resources, or Human Resources  Development Department. Some firms have more focus on their human assets than others, and will  support programs that underwrite training or education so that quality employees can advance  through the ranks. That is a straightforward example of human resources development.</p>
<p>Within the business consulting industry, the term &#8216;human resources development&#8217; has been expanded  to include a number of other functions. Human resource development firms will contract with a  business to do an analysis of the company&#8217;s personnel allocations and uses. They will look at how  each department functions, how job responsibilities are allocated and how the various departments  interact.</p>
<p>From the data gathered, the consulting firm will develop a plan that recommends changes so that  the contracting business can maximize use of its employees. Such changes may include realigning  departmental functions, or moving one set of tasks from one department to another. This  hypothetical move may result in the reduction of required headcount in the workforce. The  consultant will probably also develop a standardized set of job descriptions for the business  workforce and a wage scale that is equitable for all classes of job and types of work.</p>
<p>In a situation where layoffs are required, a human resources development consultant will often be  called on to help reorganize job functions in order to keep the business running with fewer  employees. Less tangible functions in situations like this include &#8216;change management&#8217;, a process  that helps a company&#8217;s human resources (employees) deal with substantial alterations in the  business structure. This function is often an important one because it helps to minimize employee  fears and maintain morale which, in turn, keeps productivity up.</p>
<p>In larger corporations, acquisitions often mean substantial corporate realignment as one business  is folded into the other. This often means layoffs and it always means absorbing one &#8216;corporate  culture&#8217; into another. In situations like this, large businesses will turn to experts to help with  their &#8220;human resource capital&#8221; management. This term supposedly has positive overtones as it  qualifies employees as company assets with serious value, equal to inventory and equity and  quarterly profits. From another perspective, when employees become a &#8216;capital resource&#8217; managing  their oversight, improvement, productivity and removal seems to eliminate the human element to a  great degree.</p>
<p>In the public sector, many state departments of employment services have renamed themselves as  departments of human resources in recent years. Within this framework, human resource development  includes providing job training, assistance in job placement, job listings and the distribution of  unemployment checks. If you are undergoing a job search, you may be surprised at the little things  you can find at the state Department of Human Resources. Services such as resume consulting and  interview coaching are available in many instances. It is the purpose of this government bureau to  help people find jobs or learn how to do jobs. Some are focused solely on the personnel aspect of business. Others  are suites of business management software that incorporate customer relations  management functions with accounting with human resources; these constitute an  attempt to provide all services in one package. Some programs contain interactive  features that allow employee access to certain information, such as health  coverage details, vacation days available, and so forth.</p>
<p>The number of details that human resources software can track is remarkable. The  question of overkill is up to the human resources manager that is making the  purchase decision. There is no doubt that these software packages do provide some  centralization. Traditionally, employee records are scattered among the human  resources department, the benefits oversight employees and the accounting  department. Many of the available software packages pull all of those records  together.</p>

<p>This is one of the more focused software packages for human resources, and the  itemization is startling. There is very little in this software that relates to  the hiring process: applicants and job openings is about all. This package is  advertised for small to mid-sized companies, and includes access for managers and  employees as functional components. It will also interface with payroll and  timekeeping record programs.</p>
<p>Ascentis is another product designed for small and midsized companies. Their  focus is different, in that their product is designed for companies that  outsource their payroll and benefits management. Ascentis claims that their  software &#8220;integrates with most of the nation&#8217;s large insurance carriers and  payroll providers.&#8221; This software also moves into the business management area.</p>
<p>The Ascentis product has a workflow monitoring module with &#8220;25 pre-built standard  workflow processes. These automated processes can be modified to fit an  organization&#8217;s needs.&#8221; Here the software moves well beyond the standard HR  functions and into daily operations. It does include a job applicant component  with a thorough set of features, including a standardized online application form.</p>
<p>Knowledge Point human resources software is sold on a modular basis. The employee  with purchasing responsibility can add features as desired. One of the components  that tries to automate a truly subjective process is the Managing Performance  Impact module. This feature provides a device for rating employee performance.</p>
<p>It provides 55 &#8220;behavior based competencies&#8221; on which a manager can rate an  employee &#8211; customizable for industry-specific functions. It edits the reviewer&#8217;s  comments for grammar and &#8220;inappropriate language.&#8221; It prompts the reviewer for  examples on the rating items. Finally, it circulates the performance review as  desired. This module might be an example of creating a need and then filling it.</p>
<p>These three products are an introduction to the range of functions provided by  human resources software (HRIS). Most of these software packages are sold with  base models and modular additions so that the purchaser can customize the  product. Opportunities in management include &#8211; but are not limited to &#8211; Government,  Banking, Retail, Health Care, Insurance/Investments, Advertising, Loan Administration, and  Hospitality. The world of business administration offers students and employees several areas of  specialization. The possible options range from Human Resources and Finance, to Marketing, Sales,  Information Technology, and Operations.</p>
<p>The skills of management in business administration vary according to the individual industry and  department. The Management positions of Business Administration share a common set of required  skills including the ability to build and lead teams, knowledge of small business management,  comprehension of policy and structure, effective coordination of activities, and an understanding  of ethical issues. In addition to these skills requirements, there are additional requirements for  those whose management focuses on a specific Business Administration department.</p>
<p>Human Resource Management exists in virtually every industry and is attractive to some because it  offers the opportunity to work on a self-employed consultant basis. Human Resource Managers are  responsible for the function of the employment aspect of a company including training, assessment  and evaluation, recruiting, policy and procedure development, facilitation of effective employee  communication and interpersonal conflict-resolution, hiring/terminating, employee grievance  resolution, and pensions/benefits/wages. Because Human Resource Managers are responsible for  improving employee relations and work performance, they have a direct effect on employee morale.  College degrees are more preferred than required in this field.</p>
<p>Financial managers are more challenged in Business Administration because almost all positions  require a college degree and experience, in addition to the fact that they are required to stay  abreast of the rapidly advancing services offered by financial institutions. This rapid growth of  services leads many employers to seek out management with graduate degrees. Financial management  education includes credits in Income Portfolio&#8217;s, Financial Strategy, Investments, Insurance, and  Mergers and Acquisitions. Most Financial Management is found in the Banking and Insurance  industries with duties including risk reduction, credit intermediation, direction of bank  departments, and customer service. This management option also allows the freedom of working on a  consultation basis to small firms.</p>
<p>Sales and Marketing managers are found within almost every industry in Business administration,  with some employers preferring a college degree. Internships are recommended since experience is a  must. Duties as a Marketing Manager include market research (identifying potential markets,  pricing strategies), and promotion of the company&#8217;s products and services. Sales Managers are  responsible for statistical sales research, advisement of advertising techniques, improvement of  sales procedures, and maintenance of inventory requirements.</p>

Today, many  undergraduates begin their freshman year thinking ahead to a field of graduate study and select an  undergraduate major  to match anticipated graduate studies.</p>
<p>What will get you where you want to go? Is it a BS in Economics, with an MBA? Or is it perhaps a bachelor&#8217;s degree in international finance, with a law degree to top it off? Many  ambitious young people, who are willing to spend the years and take out the loans, design their  educations in just such a fashion. One of the best choices for a four-year degree is the bachelor&#8217;s degree in business administration.</p>
<p>This degree serves a number of purposes. It is an excellent door-opener for entry- level opportunities in the corporate world following graduation. It is a catch-all  category that can fit you into project management, marketing, accounting and other business  operations niches with equal ease. It is also a degree that provides the opportunity to focus on specialties  within the  corporate world.</p>
<p>Westwood College  offers two focal areas in its Bachelor&#8217;s Degree in Business Administration  program: Accounting and  Marketing and Sales.  Ashford University  has a Bachelor&#8217;s Degree in  Organizational Management.  Kaplan  University offers a BS  in Business Administration with a focus on Information Systems  Management. You can emerge from  your four-year period of study with a highly specialized bachelor&#8217;s degree in  business  administration which, to some human resources departments, will add up to a bachelor&#8217;s in business  with additional educational experience enclosed.</p>
<p>It is also an excellent foundation for graduate study. The obvious choice is  using a bachelor&#8217;s in business administration as a launching pad for an MBA. However many undergraduates are  hearing from their counselors that a degree in business administration is also an  excellent feeder for graduate work in international relations, international finance, and even law.</p>
<p>Many attorneys who choose not to join a law firm will opt for a role within a  corporate structure.  A general counsel to any corporation will need to understand the operational  structure of their  employer and the business world in general. The same is true of attorneys who  join large firms that specialize in business law. Graduates emerging from law school face the same job  hunting challenge that newly-minted college graduates face. For a corporate law firm, an attorney  with an educational background in business is going to have instant value at the entry level.</p>
<p>For those of us who are seeking a solid ticket into the professional world, a bachelor&#8217;s degree in business administration is an excellent choice. The curriculum will  prepare you for a variety of roles at entry, or mid level. The credential itself will give you a boost for  promotional consideration.</p>

At Wharton, the  University of  Pennsylvania Business School, 90% of its 2005 graduating class had jobs lined up  on graduation  day, with an average starting salary of $100,000.</p>

University of Phoenix Online has an MBA program that  includes most of the above choices, and  also offers an MBA program with a specialization in global management.</p>
<p>Those kinds of career options can make all the evening hours at the computer  worthwhile. And there is no doubt that an MBA on the resume will shorten the job search cycle  considerably. It is true that over the last five years there has been a glut of newly-minted MBAs coming  into the job  market. Nonetheless, the degree stills carries considerable weight when a resume  is making its way  through the HR process. A degree obtained after an initial excursion into the  business world holds  a lot of value.</p>
<p>People who are willing to work in order to achieve advancement will impress a  personnel manager in the business world. An online master&#8217;s in business administration is proof of  that uncompromising ambition. An MBA couples nicely with existing work experience. If you are in the  health care field and wish to move up the management chain, you can acquire an online  master&#8217;s in business administration in the health care field. If you are in human resources or  interested in labor relations, there  are online MBA programs with an HR focus on  negotiation and conflict. There is an astonishing variety  of professional avenues that can be widened with an online MBA.</p>
