The all branches of the Small  Business Administration oversees this process for all states as well as their regions and districts, according the determined needs and objectives of the  states.</p>
<p>In addition to awarding funds to various community programs, the Small Business Administration offers free seminars and workshops in  business development and business-plan writing, as well as links to additional  business support resources in all 50 states. The services offered by the Small Business Administration foster economic growth and community  development.</p>
<p>The Small Business Administration celebrates the small  businesses that have grown into household names with their assistance. Their  website details  businesses that have enjoyed great success with the  help of local SBA branches. Headworks, Inc., is  a water screening company with equipment in over twenty countries that received  counseling and guaranteed loans through the SBA. The Small Business  Administration is also responsible for the growth of Muniz Engineering, a company  that joined the SBA&#8217;s 8(a) program for the socially and economically  disadvantaged, and now has over 30 government contracts.</p>
<p>Although not all branches of the Small Business Administration does not provide grants for  start-up and existing businesses, it does provide a referrals to agencies  that aid those seeking financial backing such as SCORE  (Service Corps of Retired Engineers) and the SBDC (Small Business Development  Center).</p>
<p>The SBDC has provided thousands of hours in free training and consultation, almost half of which were women and minorities.  These services linked to the SBA create and save jobs, assist in locating  contracts, aid in developing marketing strategies, obtain financing information,  provide education of exporting, help to commercialize innovative technologies,  and broaden business knowledge and efficiencies. The Small Business  Administration also provides links and referrals to the United States Export  Assistance Center and the Women&#8217;s Business Center, both of which provide free  business counseling and training to entrepreneurs at all levels of business  development as well as research and other specialized assistance.</p>
<p>Local branches of the Small Business Administration work with hundreds of lenders. They have district and regional offices all over the United States.</p>

The Small  Business Administration (SBA) has been appointed by the United States government  to oversee these committees and allocate the funds that these departments award  to various programs. The SBA also organizes resources for corporations, non- profits, and for-profit businesses, to further their business administration  knowledge including workshops and seminars, links to various non-profit  organizations, business development assistance, and free counseling. Although the  United States Small Business administration does not offer grants for start-up or  existing businesses, it does extend these counseling, educational, and referral  services to these businesses in need. The services and grants offered by the SBA  foster economic growth and development and provide communities with opportunity.</p>
<p>Grants offered by the United States Small Business Administration are awarded  according to purpose and the estimated need of the specific state and population.  The application process, requirements, and award process are dependent upon the  grant and the agency awarding the grant. Qualifications and requirements are very  specific according to the individual grant, so it is advised that extensive  research be done before applying for a federal grant. The Small Business  Administration offers free counseling and preparation services as well as links  to resources that match grant seekers with prospective grant makers. The SBA  website contains all of the information needed for research and referrals  including links to other grant assistance organizations such as the SBA&#8217;s Women&#8217;s  Business Center, the Department of Commerce, and the Catalog of Domestic Federal  Assistance (CDFA).</p>
<p>Programs that have been allocated to award funds are many and include the  Department of Health and Human Resources, the Department of Justice, the Office  of Rural Health Policy, the Department of Labor, the Department of  Transportation, Housing and Urban Development, the National Cancer Institute, the  National Endowment for the Humanities, the National Oceanic and Atmospheric  Administration, the National Marine Fisheries Service, the National Parks  Service, the Office of Naval Research, and the Social Security Administration,  among others.</p>
<p>The Small Business Administration provides links to grants awarded by several  other agencies. For example, the United States Department of Labor Employment and  Training Administration is responsible for ensuring the quality of America&#8217;s  workplace and offers Formula and Competitively Funded grants. Formula funded  grants are awarded according to factors such as population, unemployment rate,  and income. Competitively Funded Grants are awarded according the purpose of a  specific project. As with all other awards, organizations seeking funding must  illustrate how these funds will be distributed and how they will be targeted to a  specific population. These programs have annual allotments specifically  distributed to specific populations such as adults, youth, and dislocated  workers. Within these specifications, funds are then allocated to such purposes  as Alien Labor Certification, Migrant and Seasonal Farm workers Program, Youth  Offenders, Incumbent Workers Program, Minority Colleges Involvement, and  Disability Groups.</p>

<p>Small businesses carry much of the employment burden without the benefits that larger corporations  enjoy. They employ over half of the adult workforce in the United States. Recognizing the  important contributions of small businesses, Congress established the US Small Business  Administration in 1953 to give small businesses visibility in the marketplace and to promote fair  and equitable competition in the business world. Today, the US Small Business Administration is an  independent federal agency dedicated to addressing small business concerns, offering forms and  publications, advice, and tips to help individuals contemplating starting up their own businesses  succeed and grow.</p>
<p>As part of its goal to educate small business owners about the art of running a business, the US  Small Business Administration maintains a training network through its Office of Entrepreneurial Development. Free online courses are offered in the following subjects:</p>
<p>Starting a business Managing a business Business planning tools Contracting with governmental agencies Risk management and security E-Commerce Financial management Training in understanding tax laws and regulations Marketing tools International trade topics</p>
<p>Among its more popular course offerings is the online class in Entrepreneurship: Starting and  Managing Your Own Business.</p>
<p>The US Small Business Administration also sponsors national training events. These training events  are taught by business professionals and offer young start-ups tips on such subjects as the  following:</p>

<p>Information and registration at these training events are accessible through the US Small Business  Administration&#8217;s training website.</p>
<p>Part of running a successful business requires an awareness of the regulations and policies  affecting businesses. The US Small Business Administration provides business owners with regular  postings of regulatory alerts, press releases, economic profiles, and new reports issued by  Congress. Businesses can use the online law library to access forms, records, procedures, reports,  and studies covering various aspects of small business administration.</p>
<p>If business owners aren&#8217;t clear about the applicability of specific rules and regulations as it  relates to their business, they are free to step into a SBA field office to seek assistance from  other local resources and counseling in the community. Information about disaster assistance,  loans and financing a small business are also available at each field office.</p>

In addition to their informative and educational website, the  Small Business Administration offers free seminars and workshops on business plan development, as  well as free counseling and referrals. Several organizations work with the SBA to provide non- profits and for-profit businesses with the ability to produce an effective and comprehensive  business plan for their new or existing business idea in need of funding.</p>
<p>A great business plan is essential in presenting your idea to the business world and a necessity  to any company seeking outside funding. Contrary to most notions, a business plan will never be a  completed work, but rather a continual work in progress that requires constant renewal depending  on industry trends, market research, and your company&#8217;s goals, objectives, and growth. The United  States Small Business Administration has a website that provides valuable guidance in developing a  business plan and covers the Business Plan Basics as well as writing and using the plan. The SBA&#8217;s  Business Plan Basics outlines the highlights of your business and helps identify company goals and  objectives. The SBA illustrates that a business plan must indicate what sets your company and it&#8217;s  services apart from others, how your company plans to repay loans/grants, handle unforeseen  circumstances, reach it&#8217;s potential customers, and market it&#8217;s products and services.</p>
<p>The Small Business Administration provides a comprehensive outline for writing a business plan and  details it&#8217;s contents. A well-written business plan will first contain the basic cover sheet with  contact information, followed by a Table of Contents and an Executive Summary. According to the  Small Business Administration, your business plan must then contain a detailed description of the  business, including it&#8217;s financial setup and owners, the status and stage of the business (new,  existing, purchase, etc.), the type of business, a description of it&#8217;s products and services, and  it&#8217;s long and short-term goals. Management must then be introduced and its principal employees  identified, including any consultants utilized by the business. This should be followed by a  Marketing overview including an explanation of your market analysis and strategy, the competition,  and company location. Perhaps the most difficult of sections is the financial section of the  business plan which, according the Small Business Administration, includes a summary of the  financial needs, a Profit and Loss Statement, and a Balance Sheet. Finally, the supporting  documents must be attached including personal resumes, owner&#8217;s financial statements, credit  reports, letters of reference, copies of lease agreements and mortgages, contracts, and taxes.</p>
<p>The task preparing a business plan from scratch can seem daunting at first sight, but the Small  Business Administration provides enough resources to remove much of the anxiety behind the job. In  addition to it&#8217;s own resources for business plan writing, the Small Business Administration offers  links to additional offices that offer writing assistance, counseling, and free workshops and  seminars. These include SCORE (Service Corps of Retired Engineers), SBIR (Small Business  Innovation Research), links to it&#8217;s own regional and district offices.</p>
