The U.S. Bureau of Labor  Statistics predicts that Human Resources, Training, and Labor Relations Managers  will experience an 18 &#8211; 26% increase in employment through the year 2014. <p>When seeking graduates for entry level positions, some employers look for  professionals trained in the human side of management, while others look for  professionals with a more technical, business-minded background. 			<content:encoded><![CDATA[<p><img class="article_img" title="Human Resource Managers" src="http://www.college-pages.com/images/category/business-and-management/women-bm.jpg" border="0" alt="Human Resource Managers" width="120" height="120" />Human resource development is the title for more than one state agency in the  U.S. The actual definition of the term and the practices that flow from it may be  derived from the Constitution of a non-profit foundation called Academy of Human  Resources Development:&#8221;Human Resource Development (HRD) shall be taken to  mean a process that includes the principles, methods, and techniques used to  assess and meet the learning and organization development needs of employees  and their organizations. Human Resource Development has the goal of fostering  long-term, work-related learning in organizations for the purposes of advancing  individuals and organizations.&#8221;</p>
<p>That is a noble goal, far removed from the practices of state agencies that hand  out unemployment checks or manage social service programs. Human resource  development in the private sector is the art and science of maximizing employee  performance.</p>
<p>A more pragmatic term for the practice is &#8220;workforce management&#8221;. In any case,  the development of human resource management is recognition of the fact that an  institutional approach may be successful in teaching employees and developing a  loyalty factor that a paycheck alone cannot induce. Human resource development is  often the purview of human resource consultants, who contract with a business to  work with its employee ranks in order to achieve improvements in productivity and  morale.</p>
<p>Human resource development may also be as simple as providing adult education  opportunities to employees, in order that they may move up the promotional  ladder. Some companies will take a proprietary interest in helping an employee  with initiative advance through the ranks.</p>
<p>There have been instances of companies instituting human resource development  standards for their management and basing some percentage of the manager&#8217;s  compensation on employee improvement. This approach makes every manager become  acutely interested in talent development. Investment in HR development has to  begin with a standardized annual employee evaluation, all the way to the top.</p>
<p>Team building and internal loyalty has to be a priority, and must in some fashion  be taught system-wide to middle management employees. Moving promising young  employees back into the educational system is also part of the process. Taking  the time to put management ranks through a two day team-building seminar is  another standard tool. At some point, human resources development becomes a  priority for employees up and down the ranks, instead of an afterthought or a  mentoring gesture occurring on an occasional basis.</p>
<p>Some human resource development professionals feel that performance appraisals  are outmoded, ineffective, and awkward for both manager and employee. These  professionals urge rather the institution of &#8220;performance management&#8221; wherein an  employee&#8217;s performance is measured against predetermined goals, both for the  employee and the working group. Integral to this process is feedback from the  employee: the assessment dialogue isn&#8217;t worth much if it occurs just once a year  in an isolated setting.</p>
<p>Or so goes the argument. One of the more chilling terms to come out of the modern  focus on maximizing job performance is &#8220;human capital management.&#8221; Sounds pretty  dehumanizing. It&#8217;s nice that an employee is recognized as having worth resembling  equity, but it seems to make the worker more a cipher on a sheet than a father of  two strolling in with his traveling coffee mug in hand.</p>

The service and  consulting businesses that handle outsourced human resource activities range from  the very basic to service packages that practically become a subdivision of the  business.</p>
<p>Payroll outsourcing is an offsite service that has been available for years.  Accounting and some benefits administration have also been jobbed out as a matter  of course, particularly with medium sized businesses. Today, however, there are  full-service human resources service providers that literally do it all. Many of  them include in their service keeping one or more of their employees on site to  handle any sort of personnel issue that comes up &#8211; benefits questions, paid time  off, workman&#8217;s compensation and so forth.</p>
<p>A full service human resources management firm will typically posture their role  as &#8220;partnering&#8221; with the client company to increase the business efficiency and  accordingly, impact the bottom line. Some companies actually take on the workers  as employees, and &#8220;lease&#8221; them to the client business.</p>
<p>An HR management firm will develop a compensation and benefits structure for its  client business. This service might include benefit comparison and reviews as  well as benefits administration. They will develop wage scales and salary  structures, performance review and incentive programs. Employee relations will be  handled either on-site or from the service company offices. This component will  include employee records maintenance, complaints, workman&#8217;s compensation, exit  interviews, employee orientation and disciplinary procedures.</p>
<p>The outsourced firm will see to regulatory requirements by reviewing all federal  and state statutory concerns such as equal opportunity hiring, disability act  requirements, family Medicare Leave Act obligations, employment eligibility,  briefing management staff and assuring that the there are no conflicts.  Additional services include termination analysis and change management. The  notion is to provide third party personnel analysis in order to maximize  efficiency and, in the case of downsizing, minimize turmoil.</p>
<p>There are outsourcing firms that specialize in one area of human resource  management such as COBRA benefits. Another firm could handle benefits oversight  and a third payroll and tax withholding management. Some firms specialize in  organizational development and human resources audits. These are company-wide  surveys designed to present the optimum business structure and staffing level.</p>
<p>The ultimate in human resources outsourcing is the &#8220;Professional Employee  Organization&#8221; which provides personnel as a contracted service. It is similar to  using a temp agency, except for management staff and company-wide personnel.  The &#8216;PEO&#8217; bids on the job based on the number and type of employees the business  needs. New hires are made based on the bid costs in the contract. The outsourcing  contractor pays all benefits, workman&#8217;s compensation taxes, FICA, Medicare and  withholding taxes. The employee is paid by the contractor and, in fact, works for  the outsource agency. He simply reports to work at the contractor&#8217;s site.</p>
<p>Many employers today are going to consultants and temporary hires in order to  avoid the HR costs, benefit and retirement obligations and management  requirements involved in maintaining a large workforce. Outsourcing some or all  of the company&#8217;s traditional human resources responsibilities is an extension of  that trend.</p>

<p>In the area of computer science, the U.S. Department of Labor looks at a number of computer  science related roles and combines them with database administrators in their job analysis. For  those two job descriptions, they provide the following statistics regarding total jobs:</p>
<p>Computer scientists and database administrators held about 507,000 jobs in 2004, including about  66,000 who were self-employed. Employment was distributed among the detailed occupations as  follows:</p>
<ul>
<li>Network systems and data communication analysts: 231,000</li>
<li>Database administrators: 104,000</li>
<li> Computer and information scientists, research: 22,000</li>
<li>Computer specialists, all other: 149,000</li>
</ul>
<p>The self-employed computer scientist makes up a significant portion of this particular workforce.  Many more of these employees work on a contract basis, signing on as needed for a particular  period of time.</p>
<p>Their salary statistics divide computer scientists into two categories: those employed in research  and those working in other environments. The median salaries for both in 2004 were virtually the  same, at slightly over $85,000 annually.</p>
<p>For database administrators, the median salary in 2004 was $60,650. The Labor Department  statistics include network specialists in the category of database administrators. Here is their  breakout of median salaries for these jobs by industry and job description:</p>
<ul>
<li>Wired telecommunications carriers: $65,130</li>
<li>Insurance carriers: $64,660</li>
<li>Management of companies and enterprises: $64,170</li>
<li>Computer systems design and related services: $63,910</li>
<li>Local government: $52,300</li>
</ul>
<p>In the field of networking, the Labor Department looks at the role principally as one of computer  support specialist. This may mean more of an operational role than that of design. Their job  categories in this area are of computer support specialist and system administrator. The median  salary in 2004 for network and computer system administrators was $58,190. Industry breakout for  these professions was as follows:</p>
<ul>
<li>Wired telecommunications carriers: $65,120</li>
<li>Computer systems design and related services: $63,710</li>
<li>Management of companies and enterprises: $61,600</li>
<li>Elementary and secondary schools: $51,420</li>
<li>Colleges, universities, and professional Schools: $51,170</li>
</ul>
<p>A little lower down the ladder is the computer support specialist: the IT guy in the office who,  when your machine malfunctions, walks in and with the first question asks, &#8220;What did you do to it?&#8221;</p>
<p>The median salary for a computer maintenance specialist as of May 2004 was $40,430. Their breakout  of median salaries for this position by industry:</p>
<ul>
<li>Software publishers: $44,890</li>
<li>Management of companies and enterprises: $42,780</li>
<li>Computer systems design and related services: $42,750</li>
<li>Colleges, universities, and professional Schools: $37,940</li>
<li>Elementary and secondary schools: $35,500</li>
</ul>
<p>This last position is one for which a certification in the field may be all that is required,  rather than a college degree. If you look into the educational requirements attached to each of  these computer science jobs, the relationship between pay scale and academic achievement is  apparent.</p>

<p>You have the ability to shape another person&#8217;s life by teaching and instructing them how to make a  difference in their own life and in the world. It is your chance to have an impact on society and  an impact on students. Certainly there can be no more lofty goal than that.</p>
<p>From a more practical standpoint there are several other reasons to consider the teaching  profession. There is a growing shortage of teachers, and especially a need for exemplary teachers.  There are personal perks involved in teaching, like the vacations and the summers off, to explore  other personal paths. You might be the kind of person who has an intellectual fascination with a  certain discipline, like English literature or one of the sciences. Teaching is your chance to  really hone in on that interest and give it everything you have.</p>
<p>It is a demanding profession because you must motivate hundreds of students every day, with little  prep time. You must maintain order and promote a structured learning environment, while keeping up  to date with a multitude of administrative tasks. Your weekends are spent grading papers and  planning lessons. The reward for all this effort is watching a class in a spirited discussion or  complimenting a student who has worked very hard to achieve his or her success.</p>
<p>Some of the questions you might ask yourself if you are considering whether teaching is right for  you are: Do you enjoy learning? Do you find joy in helping others to learn? Can you communicate  ideas? Do you believe that teachers can make a difference in the lives of others? Do you enjoy  solving problems? Are you a curious and giving person? And lastly, are you flexible, enthusiastic  and imaginative?</p>
<p>One of the statistics that is interesting with regard to teaching is from the State of Texas.  Texas will need more than 82,000 new teachers by the year 2008, especially in the math area.  According to the Texas Workforce Commission survey, the median 2002 salary for educators was  $28,383. By contrast, the median 2002 salary for all occupations in the same region was $19,998.</p>
<p>Selecting a career is never easy. You might try talking to several teachers to find out how they  feel about the challenges and rewards in the teaching profession. You need to find out what is  involved, education-wise, to get your teaching credential. But when all is said and done, if you  choose teaching and make a difference in the life of just one child, it will have been the right  decision. Then you&#8217;ll know that teaching was the right professional for you.</p>

The good news  is that the skills and qualifications of employees in Technological support are in extremely high  demand. After all, how many people really understand, and aren&#8217;t totally and completely  intimidated by all the technical jargon, and such, that comes along with the use of highly  technical programs and equipment? Those guys we often refer to as &#8220;computer geeks&#8221; do the world  and it&#8217;s economy a great service. As I always like to say, I don&#8217;t understand the technology, I  just use it. And in my case, and many others, I am constantly in need of technical support!  Technology may keep changing, developing, and advancing, but the need to have a qualified  individual to explain and simplify those advancements will never change.</p>
<p>The industry of Information Technology support is growing rapidly and is expected to continue to  grow with the technological advancements of the ever-changing national and international business  world. The services of Technological Support are valued within all areas of the business world and  within the world of Information Technology itself, including the disciplines of Software  Development, Video Game development, Graphics, Web Design, E-Commerce, Information Security and  Management, Database Management, Network Technology, Web Application Development, and Information  Systems. Individuals pursuing an education in the Information Technology support field may chose  from this long list of disciplines to specialize in. Graduates of Information Technology Support  degree programs have the option of working on a freelance consulting basis, within a Technological  Support Consulting Firm, or as a full-time Technical Support staff member. The ability to work on  a freelance consultant basis attracts many Information Technology students to the career of  Technical Support.</p>
<p>There are many Information Technology Support firms that offer technical support to specific  industries on the instructional, research, and administrative levels, with the most rapidly  growing being the technical support firms geared towards the Health Care industry. Information  Technology Support Centers seek to advance the application of Informational Technology to provide  clients with more accurate, effective, secure, and cost effective technological services.</p>
<p>There are many resources for individuals interested in pursuing an educational degree for a career  in Information Technology Support, with many offering degree programs online. The University of  Phoenix offers Bachelor&#8217;s degree programs in Web Design and Multimedia, Information Systems,  Information Technology and Visual Communication, Business Information Systems, Information  Technology, and E-Commerce, placing an emphasis on the business administration of Information  Technology so that students are fully prepared for the workforce after graduation. Students focus  on analysis of business technology, software architecture, and the acquisition of technical  theories. American InterContinental University also offers a Bachelor&#8217;s degree program in Information Technology online that develops appropriate programming skills and educates students in data administration. Additionally, Kennedy-Western University also offers a fully-accredited Bachelor&#8217;s of Science program in Software Engineering that provides students with a comprehensive knowledge in the tools, techniques, and principles of software development and maintenance. Capella University offers Bachelor&#8217;s of Science degrees in General Information Technology and  Graphics and Multimedia as well.</p>
